A Friend Who Never Initiates Plans

We’ve been friends for 7 years now, and we occasionally interact on social media, like replying to stories… but they never initiate plans. I always have to be the one to ask to hang out. I feel like I’m the only one making an effort, and it makes me a bit upset. Should I just stop thinking of them as a friend?
